Shah Zulfiqar Haider

Shah Zulfiqar Haider is a distinguished energy professional, executive leader, and public policy adviser with over four decades of expertise across public sector governance, national infrastructure, energy systems planning, and international development. He currently serves as Chief Executive Officer and Director at Engineering, Management & Infrastructure (EMI) Consultant, leading strategic advisory projects for governments, multilateral partners, and private sector organizations. His career features high-level executive appointments across Bangladesh’s power sector. As Distribution & Infrastructure Specialist at Power Cell, Ministry of Power (2025–2026), he delivered vital sector modernization strategies. As Director & Technical Adviser at the Sustainable & Renewable Energy Development Authority (SREDA), he spearheaded national renewable energy, energy efficiency, and capacity-building initiatives. During his extensive service at the Bangladesh Rural Electrification Board (BREB), culminating as General Manager, he managed large-scale operational and infrastructure portfolios. His military engineering service includes roles as Garrison Engineer with MES (Army). In recognition of his leadership, he received the Government of Bangladesh’s National Award as the Best Officer in the Electricity Sector. Mr. Haider has collaborated extensively with global development partners—including the World Bank, Asian Development Bank (ADB), JICA, UNDP, UNECE, USAID, and the SAARC Energy Centre—shaping regional energy transition frameworks and grid integration policies. An internationally published author on regional energy policies with Springer and the SAARC Energy Centre, he has publication in Springer on Sustainable Tariff and Stanford University on Solution to energy crises of a country.
At the Bay of Bengal Conversation 2026, organized by the Centre for Governance Studies (CGS), Mr. Haider brings deep technical and strategic insights to the session “Power in Transition: Geopolitics, Security and Strategic Competition.” Drawing from decades of advising on national critical infrastructure, regulatory reform, and regional power dynamics, his perspective bridges technical governance, sustainable resource management, and state-level policy resilience amid global realignments.
He holds a B.Sc. in Electrical Engineering from BUET, an MBA, and professional credentials as a registered Professional Engineer (PEng) and Certified Energy Auditor (CEA, USA).
