The world is entering a period of profound transformation. Assumptions that shaped international politics, economic globalization, technological progress, and multilateral cooperation for decades are increasingly being questioned. The certainties of the post-Cold War era have given way to a more fluid and unpredictable international landscape characterized by geopolitical rivalry, technological disruption, economic fragmentation, climate pressures, and growing societal polarization.
The global order is no longer undergoing gradual adjustment; it is being fundamentally rewritten. Power is becoming more diffuse, competition more complex, and the boundaries between security, economics, technology, and governance increasingly blurred. Traditional alliances are evolving. New partnerships are emerging. States, institutions, and societies are adapting to a world where uncertainty has become a permanent feature rather than a temporary condition.
At the same time, technological transformation is accelerating at an unprecedented pace. Artificial intelligence, cyber capabilities, digital platforms, and emerging technologies are reshaping economies, redefining security, influencing political systems, and transforming the way societies communicate, govern, and compete. While these innovations offer remarkable opportunities, they also raise profound questions about trust, accountability, inclusion, and the future of human agency.
Climate change further complicates this evolving landscape. Environmental risks increasingly intersect with national security, food systems, migration, public health, and economic resilience. The impacts of climate disruption are no longer distant projections but present realities affecting communities across continents. In many parts of the world, climate resilience has become inseparable from national resilience.
Perhaps most significantly, societies everywhere are grappling with a growing trust deficit. Public confidence in institutions, media, political leadership, and international governance structures faces mounting challenges. Situated at the intersection of South Asia, Southeast Asia, and the broader Indo-Pacific, the Bay of Bengal is emerging as one of the most strategically significant regions of the twenty-first century. Home to nearly a quarter of the world’s population and connecting some of the world’s fastest-growing economies, the region is increasingly central to debates surrounding maritime security, connectivity, trade, energy, climate resilience, technology, and geopolitical competition.
The Bay is not merely a geographic space. It is increasingly a strategic crossroads where global trends converge and where the future of regional and international cooperation will be tested. Developments in the Bay of Bengal increasingly carry implications far beyond its shores, influencing broader conversations about security, sustainability, economic integration, and global governance.
Against this backdrop, the Centre for Governance Studies (CGS) is pleased to convene the fifth edition of the Bay of Bengal Conversation from 3–5 October 2026 in Dhaka, Bangladesh.
Under the theme “Fragments, Frontiers & Futures: Navigating Power, Technology and Trust in a World Rewritten,” Bay of Bengal Conversation 2026 will bring together political leaders, policymakers, diplomats, military officials, business executives, technology innovators, academics, journalists, civil society representatives, and young leaders from around the world to examine the defining challenges and opportunities of our time.
The conference seeks not only to understand a changing world, but also to explore how states, institutions, and societies can shape it. Through dialogue, debate, and the exchange of ideas, Bay of Bengal Conversation 2026 aims to contribute to more informed policymaking, stronger regional cooperation, and a deeper understanding of the forces shaping our collective future.

Bay of Bengal is often described as a regional maritime space. In reality, it is becoming a global strategic arena.
For centuries The Bay connected civilizations, trade routes, cultures, and empires across Asia and beyond. Today, it is once again emerging as a critical crossroads—this time at the intersection of some of the most consequential geopolitical, economic, technological, and environmental transformations of the twenty-first century.
Stretching between South Asia and Southeast Asia and connecting the Indian Ocean to the wider Indo-Pacific, the Bay of Bengal occupies a unique strategic position. It links major economies, hosts some of the world’s busiest sea lanes, supports critical energy routes, and serves as a gateway to markets that collectively represent billions of people. As global supply chains evolve and maritime connectivity gains renewed importance, the region’s strategic significance continues to grow.
At the same time, the Bay of Bengal sits at the center of intensifying geopolitical attention. Competition among major powers increasingly intersects with the aspirations of regional actors seeking security, prosperity, and strategic autonomy. Infrastructure investments, connectivity initiatives, maritime partnerships, and security cooperation are reshaping the strategic landscape of the wider region. The Bay has become a space where global ambitions meet regional realities.
Yet the region is not merely an arena for competition. It is also a laboratory for cooperation.
Countries surrounding the Bay face many shared challenges: climate vulnerability, disaster preparedness, energy security, sustainable development, migration, maritime governance, and economic integration. Addressing these issues requires collaboration that transcends political boundaries and traditional security frameworks.
Few regions better illustrate the interconnected nature of contemporary challenges. Climate change affects food security. Technological disruption influences economic competitiveness. Dhaka offers a particularly compelling venue for such conversations.

It is one of the world’s largest and most dynamic developing economies, a leading contributor to international peacekeeping efforts, a recognized voice on climate resilience, and an increasingly important participant in regional and international affairs.
Equally important, Bangladesh has traditionally pursued a foreign policy that emphasizes dialogue, cooperation, and constructive engagement.
