Mr Azeem Ali Shah has more than 20 years of experience driving institutional reforms, evidence-based policymaking and strategic development programmes across Pakistan, South Asia, Central Asia and the Middle East. He has successfully led complex multi-country initiatives exceeding USD 30 million, mobilized over USD 15 million in competitive international funding, and built enduring partnerships among governments, development partners, academia and civil society.
Throughout his career with the International Water Management Institute (CGIAR) and other international organizations, Dr. Shah has provided strategic leadership for programmes funded by USAID, the Swiss Agency for Development and Cooperation (SDC), the World Bank, FCDO, the National Science Foundation (USA), ADB and other global partners. His work has consistently bridged research, policy and implementation to strengthen governance systems, improve institutional effectiveness, enhance climate resilience, and support inclusive and sustainable development.Dr. Shah is recognized for translating complex evidence into practical policy solutions and for convening diverse stakeholders to address national and regional development challenges. His expertise spans public policy, governance reform, political economy analysis, institutional strengthening, social development, livelihoods, climate resilience, resource management, and intergovernmental coordination. He has worked extensively with federal and provincial governments, development finance institutions, United Nations agencies, donor organizations and research institutions to design and implement reforms that improve public sector performance and development outcomes.
