H.E. Lulzim Pllana, Ambassador Extraordinary and Plenipotentiary of the Republic of Kosovo to the People’s Republic of Bangladesh, was born in Prishtina on 27 February 1978. He is married and has two children.
Ambassador Pllana has an extensive professional background spanning diplomacy, international relations, foreign policy, security policy, political and economic affairs, academia, and international cooperation. Since January 2025, he has served as Ambassador of the Republic of Kosovo to Bangladesh.
Before assuming his current position, Ambassador Pllana served from November 2023 to December 2024 as Acting Head of the Division for Security Policies at Kosovo’s Ministry of Foreign Affairs. During the same period, he headed the Interministerial Working Group on International Sanctions. These responsibilities contributed to his professional experience in security policy and international sanctions.
From February 2020 to October 2023, he served as Ambassador of the Republic of Kosovo to Austria. Prior to his ambassadorial appointment, he was Counsellor at the Embassy of Kosovo in Berlin from July 2014 to January 2020, where he was responsible for political and economic relations, Western Balkan affairs, and European integration.
Ambassador Pllana has also held several positions within Kosovo’s Ministry of Foreign Affairs. From 2013 to 2014, he served as Deputy Director for Political Issues, and from 2011 to 2013 as Diplomatic Adviser to the Minister of Foreign Affairs, Dr. Enver Hoxhaj.
His professional career also includes significant academic and research experience. He served as Director of the International Relations Office at the University of Prishtina and as an Assistant Lecturer in its Department of Journalism, teaching Multimedia & Society, International Economy, and Internet Journalism. He also served as Director of the Research Center for Public Opinion at AAB University/College in Prishtina.
Ambassador Pllana completed Magister studies at the University of Essen, Germany, in Applied Social Sciences, Communication Science, and German and Intercultural Studies. In 2024, he completed the Regional Security Studies Program at the George C. Marshall European Center for Security Studies, focusing on security and regional conflicts.
He speaks Albanian, German, and English.
