Clay Goodloe Wescott is an international expert in public financial management, governance, information management systems, and monitoring and evaluation, with more than 40 years of professional experience across approximately 80 countries. His work has focused extensively on strengthening government financial systems, treasury management, institutional performance, and public sector reform. He has led major assessments and evaluations of integrated financial management information systems, including an Inter-American Development Bank-financed public financial management programme in Trinidad and Tobago and Vietnam’s Public Financial Management Analytical and Advisory Assistance Program. He has also advised World Bank-supported reforms in Togo, the Federated States of Micronesia, the Marshall Islands, Kenya, Bangladesh, and other countries. In Kenya, he managed the start-up of an Integrated Treasury Management Information System within the Ministry of Finance. His expertise includes system implementation, treasury single accounts, budget execution, financial reporting, IT systems assessment, and institutional capacity development.
Wescott has extensive experience in monitoring and evaluation, including leadership and advisory roles with the World Bank and its Independent Evaluation Group. His work has covered public finance, governance and anti-corruption, procurement, public sector management, country programme evaluations, Program-for-Results operations, and project performance assessments in countries including Bangladesh, Nepal, Rwanda, Kenya, Mozambique, Afghanistan, and Cambodia. In Bangladesh, he has contributed to evaluations of public service delivery, local government operational risks, annual performance agreements, and public financial management reforms. He is widely recognised for translating complex technical findings into practical recommendations for governments and development partners. Wescott holds a Ph.D. in Political Science from Boston University and an A.B. in Government, magna cum laude, from Harvard College. His career combines deep technical expertise, global development experience, and a strong understanding of the institutional challenges involved in implementing complex public sector reforms.
