Dr. Suresh Marcandan is a global consultant in international relations, world affairs and professional diplomacy. He is a double diplomate, with distinction, from the Bandaranaike International Diplomatic Training Institute Sri Lanka, where he specialised in international relations, world affairs and professional diplomacy under the tutelage of veteran Sri Lankan diplomat Vernon L. B. Mendis.
He is also an alumnus of the Harvard Kennedy School of Government, Harvard Business School, the Blavatnik School of Government and Saïd Business School at the University of Oxford, and the Lee Kuan Yew School of Public Policy in Singapore.
Among his numerous academic qualifications, he holds a Master of Laws in International Trade Law, with a major in Admiralty Law, from Northumbria University in the United Kingdom. An alumnus of the Warsash Maritime University (UK), he is also a Master Mariner (Class 1) with deep knowledge of the United Nations Convention on the Law of the Seas (UNCLOS) and the Safety of Life at Sea Convention (SOLAS), among others. Between 1993 and 1995, he was selected to represent the Government of Singapore at the International Maritime Organization in London, a specialist agency of the United Nations, where he was responsible for multilateral negotiations relating to the construction of an international convention.
His current area of research focuses on foreign policy strategy in the South Asian region, with particular reference to littoral states in the Indian Ocean Region.
