Touseef Raina is a youth leader, social entrepreneur, and former Mayor of Baramulla, Jammu and Kashmir, with experience spanning public service, policy, youth engagement, and nonprofit leadership.
Raina is the Co-Founder of the Jammu Kashmir Policy Institute (JKPI), where he is engaged in policy and public-interest initiatives. His work with JKPI reflects his interest in policy discussions and issues affecting Jammu and Kashmir, as well as broader questions of governance and civic participation.
Raina previously served as the Mayor of Baramulla, gaining experience in local governance and public administration. His tenure in public office provided him with direct exposure to local civic issues and the responsibilities of working with communities and public institutions.
Youth development has remained a central part of Raina’s work. He is the Founder of the Global Youth Foundation, an NGO focused on youth empowerment and community-oriented initiatives. Through the foundation, he has worked to create platforms and opportunities for young people to engage with social and civic issues.
Raina has also been part of international leadership and exchange programs. He is a State International Visitor Leadership Program (IVLP) participant and an alumnus of the Aspen Institute. These experiences have provided him with exposure to international perspectives on leadership, civic engagement and public affairs.
Across his work in public office, policy, civil society and youth development, Raina has focused on strengthening civic participation and creating greater opportunities for young people.
