Subimal Bhattacharjee is an India-based policy adviser specialising in cyber policy, digital technology, artificial intelligence, cybersecurity, and critical and emerging technologies. He is the author of the bestselling book The Digital Decades: Thirty Years of the Internet in India (2026) and heads the Critical and Emerging Technology Division at SHARE, a policy advisory think tank based in Guwahati. He is a member of the Delhi Advisory Council of the Bengal Chamber of Commerce and Industry and serves on the editorial board of Chatham House’s Cyber Journal. Previously, he was the India Country Head of the U.S. defence and security company General Dynamics. He has contributed as an expert to United Nations panels and served on the research advisory network of the Global Commission on Internet Governance from 2014 to 2016.
A prominent speaker, columnist, and television commentator, Bhattacharjee has published more than 800 articles and made over 500 television appearances. He regularly contributes to The Indian Express, The Economic Times, Hindustan Times, The Tribune, The Assam Tribune, NDTV, The Quint, and several Indian-language newspapers. He also reviews research papers for the Manohar Parrikar Institute for Defence Studies and Analyses. Beyond policy, he produces documentaries on history and society. His works include the award-winning Memories of a Forgotten War (2016), Despite the Fence (2019), and Netaji @125 (2022), which received honourable mentions at five international short-film festivals. He holds a Master of Science in Mathematics from the University of Delhi and a law degree from Maharishi University of Information Technology.
