James F. Angelus is an international security, defence cooperation, strategic communications, and business development specialist with extensive experience across North America, Europe, Asia, and the Middle East. Based in Japan, he is the Founder and President of the International Security Industry Council Japan, a Tokyo-based nonprofit organisation that facilitates defence-industry collaboration among allied nations. He studied international relations at the University of New Mexico and began his career in journalism and media, working as a programme developer for Radio America and producing the first Spanish-language news programme for USA Today. He later co-founded Panamerica Inc. with former Panamanian Ambassador to the United States Juan Sosa and contributed to an international media project involving Poland’s national television network.
In 1996, Angelus founded USI Capital Corporation in Washington, D.C., focusing on energy, security, and market-oriented development in the former Soviet bloc. The company established subsidiaries in Poland and Romania and promoted multinational partnerships through conferences organised across Central and Eastern Europe. Among his notable contributions was designing the Athens Summit on Climate Change and Energy Security in 2008. From 2009 to 2017, he supported reconstruction and business development initiatives in Iraq and Afghanistan, building partnerships between local companies and international firms. He also facilitated infrastructure-sector engagement in Saudi Arabia and co-organised the Independent Refineries China Summit in Qingdao in 2012. Angelus currently focuses on preventing and resolving great-power conflict through diplomacy, military preparedness, strategic communication, democratic governance, and market-based cooperation. His work reflects a longstanding commitment to individual rights, private enterprise, freedom of choice, and the rule of law.
